They got caught with technical problems. It looks like instead of doing a technical rehearsal, they opened to the public without doing a full test of the ride.
Why hurry to open a ride if it wasn’t ready? It seems they have the celebrities (Harry Potter actors) booked in advance for the opening, and they couldnt move the date. Open the ride and then say it was in tech rehearsal wasn’t an option, so they have to pretend it’s working fine.
Doing a technical rehearsal is very common and a good way to let people know the ride may have problems. You just need to put out signs and that’s all – people will know the queue may be idle for longer times.

Anyway – if you are there, just have patience. It is running at half capacity (~800 guests per hour instead of ~1600). Just know that there is intermittent operation and eventually all this will be fixed.
